Dominion Energy announces it will be raising rates as it builds out a number of solar energy projects including ones in Gloucester, King & Queen and Westmoreland counties. According to 8 News each of the proposed utility-owned projects will require local and state permits before construction can begin. The rate hike comes after Dominion refunded $330 million to ratepayers after a settlement with the commonwealth on excessive charges.
