    ORANGE, Va. (AP) – Virginia State Police say a 16-year-old pilot died after a small plane crashed in a field in Orange County. The 1974 Piper single-engine fixed-wing plane crashed Sunday morning east of the Orange County Airport. State police identified the pilot as Ryan Lee McCall of Spotsylvania. He died at the scene.     The Gloucester County Sheriff’s Office reports that the state medical examiner’s office has identified the human remains found in Gloucester County on Saturday. The remains are those of Michael Craig Conway of Hayes  who was reported missing by his family in January 2011. He was 26 when he disappeared.     RICHMOND, Va. (AP) – Customers of Dominion Virginia Power will see their monthly electric bills decline April 1 as a result of state regulatory actions involving five cases. The State Corporation Commission said Thursday the combined impact of the orders will lower by $6.47 the average monthly bill of a residential customer using 1,000 kilowatt hours.
